Talking about design, we didn't take long time working on the current design of phpmagazine.net we want to keep it simple and standard for the simple reason to make the move from the old system to the new one fast. Design based on CSS is also very interesting thought, you can have the same template everywhere just a css file changing everytime.
We don't have a design time currently to make designs for every new magazine, that's why it was a great solution to make creation of new mags easy and fast. We launched already two new blogs including this one, and there are two others coming in the next days to try to cover more technical topics related to PHP development in general.
